Public Works

The Horicon Public Works department maintains roads, bridges, sidewalks, curbs, trees, parks, recycling, and buildings, in other words, “all City property and infrastructure.”

The Public Works department runs a recycling program for yard and garden waste. The waste is composted and returned to the public for use in gardens and lawns.

Horicon has over 75 acres of park land. These parks contain river frontage for fishing and boating, athletic fields, disk golf course, picnic areas, and dog walking.

The City of Horicon’s Public Works Department’s mission is to provide and maintain reliable and cost-effective public works facilities and systems in a manner that emphasizes customer satisfaction, public service, and the long-term best interest of the community.

Snow Removal

For the safety of pedestrians, the owner or occupant of the property is responsible for the removal of any snow or ice that accumulates on the sidewalk. A minimum of a 48-inch (4-foot) path must be cleared within 24 hours of the snow stopping. If the removal of ice is impossible, it is required to use sand or salt to create traction so the ice is not a danger. If the snow/ice has not been removed in 24 hours, a citation will be issued with a fine.

  • Ice can be more dangerous and harder to remove than snow.
  • The sooner and more completely you shovel, the chances for ice to form decrease.
  • If no one will be around to remove snow or ice within 24 hours, make arrangements with someone to take care of it for you.


Leaf Pick-Up

Fall City-wide leaf pick-up begins the second week in October and ends the third week of November. Place leaves behind the curb, never in the street. A dumpster is located at Discher Park for the disposal of leaves also during this time. Disposal of leaves can also be placed in the compost container at the City Garage from April 1 until November 30.


Brush Pick-Up

Residents must contact the Department of Public Works 920-485-3540 before the normal listed scheduled pick up days. City-wide brush pick is every second and fourth Monday in April through October. Brush pick-up is also available November through March on the second Monday. If a holiday falls on Monday, the brush pick up will start on Tuesday. Place brush all in the same direction behind the curb, never in the street. Brush must be out by 6 a.m.


Winter Parking

Winter parking is in effect from December 1 until March 31 of each year. No street parking is permitted unless you have purchased a permit from City Hall for this time period. If a snow event occurs (more than 1 inch) all vehicles must be removed from the street, regardless of permit.

Tree Planting Program

The City of Horicon has a public/private tree planting program that reimburses property owners up to $75. Information and guidance is available to those who are interested. Please fill out this application and return to city hall.
